Own-brand DAB+ radios
In the UK, the last remaining bastion of died-in-the-wool, "original-flavour"-only DAB receivers is the range of own-brand radios sold by the major supermarket chains. Which brand will be last to switch? With the new UK digital radio tick mark now specifying DAB+ capability (among other welcome things) to qualify, it can't be long now. With DAB+ services already on air across the UK, and more certain to follow, Wohnort recommends that the own-brand ranges be avoided until they include DAB+.

Wetherby and Harrogate Local DAB Ltd has informed the regulator that it has decided not to proceed to launch, citing escalating costs that would make the operation uneconomic. Ofcom says it will consider re-advertising the area if it receives expressions of interest, but may vary the area to be covered in the light of the coverage achieved by nearby areas that have launched.

In the Netherlands, a consulation is underway into proposals to re-organise the current temporary Layer 6 used for local broadcasting into a permanent layer of 57 local allotments. To Wohnort's eyes, the consultation documents appear short on specifics, namely, where those 57 allotments will be. However the consultation states that frequencies for the 57 allotments have largely been co-ordinated with neighbours, with the result that higher transmission powers and/or higher antenna mounting points will be possible than is currently permitted. The consultation foresees 18 programme slots being available on each ensemble. Where fewer than the 18 slots are awarded, higher bitrates will be possible, subject to the remaining capacity not being reserved. The closing date for responses is October 5th 2023. The new Layer 6 is proposed to come into effect in September 2024.

In Australia, the regulator is conducting a consultation into proposals to specify a digital radio channel plan for Launceston in Tasmania. Background to the proposals is a request by the public-service broadcaster ABC to conduct a pilot in the city. The regulator had in June granted a Scientific licence, the equivalent of a Test and Development licence, but these licences preclude the transmission of broadcast services, whereas the ABC wishes to use its broadcast services as part of the trial. The regulator is therefore working towards a full broadcast service, beginning with a trial. Under the proposals, Blocks 8B and 9D would be allocated to Launceston, one for the ABC and the other, presumably, for commercial and community services, although the regulator states that no expressions of interest have been received from private-sector broadcasters. The proposed plan would permit private-sector broadcasts should interest develop in the future. The consultation does not ask specific questions but invites comments on its proposals by the closing date of September 29th 2023.

Self-jamming in London: On Trial London, GR8BRITISHRADIO fell silent for a while yesterday. The service continued to be available as GrtBritishRadio on Surrey-NSussex where it uses the same SId. However, in those areas where Trial London was the stronger signal, some domestic radios continued to offer the silent version rather than the modulated one. Other radios offer the version on the lower frequency regardless of signal strength. This happened to be the silent Trial London instance. In both cases, the service was effectively jamming itself in parts of London until normal service resumed. [This story has been updated]

Also invited are applications for regional, second-layer ensembles in the Bundesländern, with the exception of the capital, which has had a Layer 2 ensemble in operation since 2019. The closing date for applications is October 2nd, 2023. However, should an applicant be able to prove by July 31st 2023, that the proposed third layer of coverage, with its expected capacity for fifteen services, would be insufficient to meet demand, particularly for "must-carry" services, the regulator may expand the offer to include a new, national fourth layer. The French regulator has authorised a nine-month pilot of DAB+ in the overseas département Martinique. According to the decision, published on the Arcom website but not yet found in the Journal Officiel, five audio services are expected to be broadcast from the outset. As Wohnort reported at the time, the then regulator, the CSA, previously authorised tests in Martinique in 2021. As the new announcement describes the pilot as the first time that DAB+ will have been transmitted, the 2021 decision must not have led to actual transmissions. This is believed to be the first time that DAB+ will have been broadcast in the Caribbean. A similar pilot was also authorised on the Indian Ocean island département Réunion earlier in 2021, but Wohnort has no information about whether those took place either.
