The latest release of Geniatech's eyeTV 3 software reduces the minimum system requirement necessary for H.265 (HEVC) on the new eyeTV T2 and eyeTV Hybrid USB sticks. eyeTV 3.6.9 HEVC (Version 7512) now requires Intel Core i5 running at at least 2.5 Ghz and a minimum of 4GB available RAM, compared with 3.5 GHz and 8Gb RAM in the previous build (7511). Both sticks are now available on both the UK and German versions of Amazon and both sticks would already receive the UK version of DVB-T2 under the previous release. HD in the UK uses the video codec H.264. In Germany, H.265 (HEVC) will be used, for which the stick has been, in the words of the manufacturer, "prepared". Wohnort notes that this latest release brings HEVC reception within the capability of the roving Wohnort MacBook Pro and stick.

Own-brand DAB+ radios
In the UK, the last remaining bastion of died-in-the-wool, "original-flavour"-only DAB receivers is the range of own-brand radios sold by the major supermarket chains. Which brand will be last to switch? With the new UK digital radio tick mark now specifying DAB+ capability (among other welcome things) to qualify, it can't be long now. With DAB+ services already on air across the UK, and more certain to follow, Wohnort recommends that the own-brand ranges be avoided until they include DAB+.

The public-service broadcaster for northern Germany has brought into service a new transmitter on Block 9B. Lüneberg extends coverage of NDR NS around Lüneberg and to an area to the south-east that includes Bleckede, Dahlenburg, Bad Bevensen, Ebstorf and Melbeck. To the north-west, DAB+ signals were already available from one of NDR's other ensembles, but the new site will mean that the native service NDR 1 Niedersachsen will now be available in Winsen, Drage, Marschacht, Tespe, Scharnebeck, Adendorf, Bardowick, Reppenstedt and Salzhausen. The national ensemble, DR Deutschland, is understood to have begun broadcasting from the same site also.

The German website Satellifax reports that a third minimux trial is planned for Sachsen. According to the report, the ensemble will operate in Chemnitz on Block 9C.

In Spain, a proposal laid before the Senate's Commission of Industry, Tourism and Commerce has been blocked by the Partido Popular. The proposal, which was merely to create a study paper to discuss the development of DAB+ in the country, had been submitted by another political party, Compromis, and had been supported by the Partido Socialista Obrero Español, Unidos Podemos and the Basque Nationalist Party. According to reports, the PP claimed that receivers are expensive and that there is no interest.

In Spain, the website of the newspaper 20 Minutos reports that the political party Compromis is to propose within the Commission of Industry, Tourism and Commerce of the Upper Chamber the development of DAB+ to enable new services and ensure the continued availability of existing ones without the need to subscribe to any platform or contract an internet connection. The party notes that while other European countries are already implementing DAB+ and setting FM shutdown criteria, Spain has not done anything in this area for seven years.

Outdoor reception of the other Strasbourg local ensemble, reportedly labelled SXBLOCAL +, was not achieved when attempted in the vicinity of the Gare and on the southern approaches into the city, despite the other two ensembles for the area being receivable, plus the German ensembles DR Deutschland, SWR BW N and SWR BW S. Reception of the ensemble has been reported by others, however, in both French and German forums.

In Switzerland, the public-service broadcaster SRG/SSR has announced that it will end the terrestrial transmission of its television services on June 3rd 2019. According to the broadcaster, only 2% of households still receive their television programmes via an antenna. Most use cable (DVB-C) or satellite (DVB-S). IP-TV via the internet is also available. The SRG's announcement contains a link to a new website for further information about the switch, however that linked domain currently re-directs back to the same announcement page.

On Berlin/BRBG 7B, the service nice-mix.de has been relabelled .nice-mix.de, presumably in an effort to appear first in receiver service lists. A "hash rash" recently broke out in Italy, infecting many services on #EuroDab Italia. The asterisk also appears to be quite popular in this regard, for example * DAB Italia * and there's also * 88.6 * in Vienna. Such shenanigans are thankfully still rare, though. Wohnort welcomes reports of other offenders. #*Aardvark FM*#, anyone?

In France, the regulator has announced that following the international co-ordination process and representations made by the Swiss administration, the allocations of the two local ensembles for Lyon have been swapped. Opemux RNT will operate on Block 5B and Lyon Local 1 will use Block 11B. Both tested prior to launch in the new configuration and are reported to have popped up at midnight at the start of their official launch day today.

In Germany, the media regulator in Nordrhein-Westfalen has published a list of 46 private-sector prospective broadcasters and/or platform operators who responded to the recent Call for Expressions of Interest. The regulator is to submit an application for the necessary radio frequencies. The Federal Network Agency will then examine whether those requirements can be met.

Five new services have popped up on Trial Glasgow. Celtic Music, 45 Radio, Visitor Radio, Pride Radio and United DJs are all broadcasting in DAB+, the first at 24 kbit/s and the others at 32 kbit/s each.

Update: In France, the offer of capacity on two future national ensembles that were advertised in the summer by the CSA and which closed for applications on Wednesday will be oversubscribed, resulting in the regulator having to perform a selection process.
SIRTI, an association of independent radio stations, has announced that a number of its members have submitted applications. In a statement, SIRTI noted that its members have supported DAB+ during the local and regional roll-out and called upon the regulator to ensure a fair share of the national capacity for the independent sector now that the big groups have decided to participate following years of hesitation. SIRTI has called upon the public-service broadcaster Radio France to join the national and independent private-sector broadcasters in the deployment of DAB+.

The regulator is expected to announce the admissable applications in due course, which will reveal who else wishes to be on board, and expects to award licences in the third quarter of 2019. The new ensembles are expected to launch in the first half of 2020.

On the Danish regional ensemble MUX3-OSTSJ, the SIds of three services, Classic Rock KBH, Nord FM and NRJ-DK have been swapped around such that each of the three SIds now refers to one of the other two services.

In France, the regulator has advertised capacity on ensembles in Paris, Marseille and Nice. In three cases, the entire capacity of an ensemble is on offer. In Paris (11B), Marseille (5B) and Nice (11B) the service providers awarded capacity in a previous round had failed to reach agreement on a multiplex operator and the regulator withdrew the licences for those providers. The current call amounts to a re-advertising of those ensembles. In other cases, the regulator is advertising vacant capacity on existing ensembles. In the case of Nice 9A, a part-time slot is on offer according to a rather complicated schedule, suggesting that the regulator is aware of two prospective providers who would like to share capacity on that basis. The transmission format T-DMB (as "DMB-A", aka "DMB-R") is still part of the national specification and the advertisement offers each prospective service provider the choice of using either DAB+ or T-DMB. However, the government recently put out to consultation a proposal to remove T-DMB from the specification. Should the government proceed to remove T-DMB during the course of this advertisement, the regulator will amend the terms of the offer to comply with the resulting national specification. The closing date for applications is January 16 2019.

The UK regulator has announced details of the expressions of interest received for minimuxes ("Small Scale DAB"). The list is divided into three sections:
1) areas where expressions of interest were received from prospective operators of minimuxes
2) areas where expressions of interest were received from prospective service providers interested in carriage, and
3) areas where expressions of interest were received from prospective operators in which one or more programme services were specified
The level of interest is remarkable. In many areas, multiple expressions have been received. Some areas are exceptional. For example, in the third category, eight expressions of interest were received for Glasgow, six for Leeds and five for Liverpool. For the areas London - central, London - north, London - south, London - east and London - west, a total of 21 expressions of interest were received for one or more of those areas. The UK government is working on the required licensing legislation to enable Ofcom to proceed further. Expressions of interest were received for the Channel Islands. Ofcom notes that as Crown Dependencies, UK legislation would not automatically cover Guernsey or Jersey and it would be for the respective administrations to adopt similar enabling legislation.

BBC Radio 3 is set to become a digital-only radio service in some parts of Wales from October 24th, when 32 transmitters begin transmitting BBC Radio Wales on their Radio 3 frequencies. As a result, the BBC says, 180,000 more households will be able to receive Radio Wales than before and that more people will gain Radio Wales than will lose Radio 3. Some listeners should be able to continue to receive Radio 3 by using alternative FM frequencies, particularly from high-power transmitters in England. In the week leading up to the 24th, some high-power sites will begin broadcasting a recorded announcement advising of the change.

The UK government has published its response to a consultation conducted this year on proposals to establish a permanent licensing framework for minimuxes ("Small Scale DAB"). 87 responses were receives, of which 86 have been published. There was general support for the establishment of a permanent licensing regime. The government will bring forward detailed secondary legislation and continue its dialogue with existing stakeholders. The government believes that the focus, in the first instance, should be on the existing trial areas, and on areas of high demand for DAB services, rather than introducing more areas with smaller populations.

The UK regulator Ofcom has found the broadcaster Connect FM to be in breach of its licence conditions by failing to broadcast on DAB on Northamptonshire and Peterborough for eight months this year. The service ceased on both ensembles at the beginning of the year and reappeared at the beginning of September, after the Ofcom investigation had begun. Because the service is available in DAB once more, the regulator does not intend to pursue sanctions against the broadcaster.

In Italy, the public service broadcaster RAI has announced that five new transmitters have been brought into service. Bassa Val Lagarina (TN) and Spiazzi di M. Baldo (VR) close gaps in coverage along the A22 (Autostrada del Brennero), allowing continuous reception between the Brenner Pass and Bologna. Agugliana (VI) improves coverage along the A4 between Verona and Vicenza. Como M. Tre Croci covers the entire Como area and allows uninterrupted coverage between Como and Milano. Lastly, Col de Courtil (AO) extends the service along the AS (Turin-Mont Blanc).

In Germany, the media regulator for Rheinland-Pfalz has published the results of a study into the costs to be expected by private-sector broadcasters considering carriage on DAB+ networks. A number of different scenarios are considered, involving different combinations of regions within Rheinland-Pfalz. The regulator and the Saatskanzlei Rheinland-Pfalz expect to hold a "round table" at the end of October with private-sector broadcasters and representatives of the public-service broadcasters Südwestrundfunk and Deutschlandfunk and the Bundesnetzagentur to design the future DAB/DAB+ supply.

Off-Topic: In Switzerland, the regulator has granted the public-service broadcaster SRG/SSR a new four-year licence that will come into effect on January 1st 2019. Among its provisions are the possibility to close the second Italian-language TV service RSI La 2 and transform it into an online service (UK readers will recall BBC 3) and to close, by the end of 2019, the terrestrial television transmitter network used to broadcast all SRG/SSR television services, these days used by very few households compared with satellite and cable.

In Germany, the national public-service broadcaster Deutschlandfunk is to end FM transmissions in two "model" areas. DAB+ transmitters will be brought into service on the island Helgoland and in the area Mittenwald/Krün/Wallgau in the upper Isartal on Sept. 28th and October 4th respectively. One month later in each area, FM transmissions will cease.

In Germany, the regulator for Berlin and Brandenburg has awarded capacity on the Block 7B ensemble Berlin/BRBG 7B to 93,6 JAM FM, Radio Potsdam, radio B2+ (SchlagerMIXX), Radio Germany One und TOP 100 Station. A new ensemble to cover Brandenburg as well as Berlin is to be brought into service by Media Broadcast on Block 12D, a frequency previously used in Berlin until April 2012. Transmitters at Booßen and Calau will serve Frankfurt (Oder) and Cottbus respectively. The launch is expected to coincide with Berlin's Internationale Funkausstellung. Alongside the services already awarded capacity in January 2018 should run, in due course, three additional services. Altogether, the following services will broadcast on Block 12D:- 104.6 RTL Berlins Hitradio, 105,5 Spreeradio, BB Radio, bigFM, Domradio, ERF Pop, HIT 104, STAR FM Maximum Rock, Peli One, POWER RADIO – "ICH ON AIR", radio B2, Radio Cottbus, Radio Paloma, Radio Paradiso, ROCK ANTENNE and ROCKLAND. For technical reasons, not all services on the new ensemble may launch simultaneously.

Two frequencies are in operation - Block 12C in the west of the country and Block 12D in the east. New high-power transmitters at Trutnov – Cerná hora and Ústí nad Labem – Buková hora will be activated on Block 12C, along with lower-power sites at Beroun - vrch Děd, Divišov - Měchnov and Kácov - Zliv. In Germany, the website Infosat reports that the commercial broadcaster Radio/Tele FFH GmbH has decided to give up three FM frequencies following the bringing into service of the ensemble HESSEN NORD, which carries, among others, the services HIT RADIO FFH, planet radio and harmony.fm. The frequencies affected are 88.3 MHz in Eschwege, 93.2 MHz in Idstein/Glashütten and 104.5 MHz in Rotenburg/Fulda.

In Germany, the public-service broadcaster in Bayern switched the Protection Level of a number of services on the Block 11D ensemble Bayern from EEP-3A to EEP-1B at the beginning of July. Since that date, posters in several online forums have reported that car radios in several VW and Audi models can no longer receive those services. The magazine PC Welt reports (in German) that VW models with the "Discover Media" entertainment system along with those using the "Composition Media" system are affected. Audi is reported to have confirmed that the issue exists with Q2, A3, A4, A5, Q5 und Q7 since 2016 KW 22/2016 using MMI Radio und MMI Radio+. The article reports that the broadcaster BR has received no similar complaints from users of portable or fixed radios nor from users of car radios in either other models from the same manufacturers, or in the cars of other manufacturers. According to the broadcaster, the change of Protection Level ought to have permitted 200,000 additional listeners to have received those services. The Protection Level EEP-1B is defined in the DAB specification and has been so for many years. It follows that for a receiver to be compliant with the specification, it should be able to decode those services.

The UK regulator has invited expressions of interest from parties wishing to operate "small scale DAB" multiplexes (minimuxes) and the services that may be carried on them. Such responses will inform the regulator's preparation and planning for a permanent licensing regime once the necessary legislation is in place. The closing date for responses is September 21st 2018. The regulator intends, within four weeks of the closing date, to publish two UK-wide maps and a list of areas identified in expressions of interest, one indicating multiplex operation interest and one indicating programme service interest. The individuals or entities expressing an interest will not be identified.

In France, the regulator has launched a consultation prior to advertising capacity on ensembles for Paris, Marseille and Nice. In effect, this amounts to a reorganisation of coverage that already exists. As the consultation documents note, some of the authorisations that established the current arrangements in those cities have since been withdrawn, repealed or declared obsolete. Three types of coverage are proposed - Extended, Intermediate and Local. The consultation closes on September 19th 2018.

In France, the regulator has authorised the company Club Opérateurs RNT Mux Strasbourg 1 to operate the forthcoming local ensemble for Haguenau on Block 7A. The coverage area is defined by the towns Haguenau – Saverne – Reichshoffen – Niederbronn-les-Bains – Phalsbourg – Ingwiller – Wissembourg – Puberg. In France, the Ministry of Culture and the Ministry of Economy and Finance have launched a consultation on a government proposal to delete DMB-R (aka DMB-A) from the national specification, leaving DAB+ as the sole system authorised for use in France. In practice, DMB-R has already be abandoned by the broadcasting industry. A test ensemble in Rambouillet operated by the automobile manufacturer Continental includes in its line-up the last remaining instances of DMB-R in France. Closing date for responses to the consultation is July 13th.

In Poland, the website wirtualnemedia reports some interesting attitudes to DAB+ among commercial broadcasters in the country. The remarks come against a backdrop of the National Broadcasting Council preparing to advertise as many as 34 local multiplexes in the second half of this year. Each ensemble would be able to accomodate up to 12 stations. The article uses the word "deadly" to describe costs associated with switching to digital. Andrzej Matuszyński, president of the Eurozet group, believes that "digitization of the radio can be very harmful for this medium in Poland". He continues, "Today we are talking more about digital multiplexes and radioplayer solutions (BBC technology solution - note). It is a platform that integrates all broadcasters and under the control of those participants of a given market. Such commercial solutions have been in existence for a few years and almost every major broadcaster has a tool that integrates its station in one place." The article quotes Maciej Brzozowski, director of public relations at Bauer Media: "in our opinion, DAB+ technology has no future. We have repeated this many times"

In the Czech Republic, the Director General of the public-service broadcaster, Český Rozhlas, has announced plans to extend coverage of the broadcaster's ensemble this year and next. A main transmitter at Jihlavě would extend coverage to Vysočinu, with additional smaller sites ensuring unbroken coverage along the D1 motorway. In 2019, the intention is to provide coverage along the D7 and D11 motorways.

In Germany, a court in Leipzig has upheld a complaint by an unsuccessful candidate for the second national multiplex that the process violated the principle of equal opportunities for applicants. The immediate effect of the ruling is that the ensemble, which was licensed in November 2017, cannot go on air as planned until the dispute has been resolved.

In Germany, the public-service broadcaster in Bayern has brought two new transmitters into service on Block 7D. Pfarrkirchen and Rattenberg are currently broadcasting the ensemble Nby/Opf. In July, these transmitters, along with some others currently operating on Block 12D, will begin broadcasting an ensemble for Niederbayern. The remaining Block 12D transmitters, plus some new ones yet to enter service, will then broadcast an ensemble dedicated to Oberpfalz.

Digital listening in the UK has reached a new record share of 50.9%, up from 47.2% a year ago. This means that the government's 50% digital listening threshold has now been met. The government is expected to assess digital radio progress and determine next steps in due course.

In Croatia, the ensemble OIV DEMO has popped up on Block 9C from Martinska, coinciding with a conference being held in nearby Vodice. It is not yet known whether the transmission is temporary or whether it will outlast the conference.

In Paris, a rationalisation of capacity appears to be underway, with changes on RNT Paris 2, RNT Paris 5, RNT Paris 6 and RNT Paris 7. The changes appear to remove obsolete place-holders, reduce the capacity used for some services, reduce Protection Levels and remove non-contiguous unused capacity. Wohnort wonders if this is more than just spring cleaning? As currently configured, the same number of services could be accomodated on fewer multiplexes. If the number of multiplexes were to be reduced, any transmitters released could be relocated to improve the coverage of those remaining. Similar changes have also taken place on RNT Marseille 3.

In Germany, the private-sector broadcaster MEHR! Radio would like to operate an ensemble in Düsseldorf. The service was granted permission to broadcast in Nordrhein-Westfalen using DAB+ but not allocated any capacity. In an interview with the website Radiowoche, the broadcaster says it has selected the Funkturm in Düsseldorf-Gerresheim, designated "Düsseldorf 4", as its preferred transmission site and proposes to offer capacity to other local broadcasters.

The signals reported in the Baltic area this week on Block 10C appear to have originated from a test facility in Linköping in Sweden. Labelled Paneda, a manufacturer of DAB head end equipment, the ensemble had six services on board when observed, with the EId and SIds of all services using the country prefix C. In northern Europe, only the UK and Lithuania are allocated this prefix. As a test facility, the transmitted configuration can be expected to change frequently, and may be off air currently.

In Germany, the public-service broadcaster for Berlin-Brandenburg, rbb, has brought a new transmitter into service on Block 10B. Berlin Scholzplatz extends coverage of the existing ensemble rbb BRB/BLN K10B to the nation's capital. The rbb service COSMO has migrated from the Block 7D ensemble rbb Berlin K7D to Block 10B. The services SWR Aktuell and BAYERN plus are to migrate from the Block 7B ensemble Berlin/BRBG 7B to Block 7D. Following these changes, further transmitters at Calau and Casekow are scheduled to enter service on March 27th.

In Ireland, the public-service broadcaster RTÉ has announced its strategy for the next five years. Among other things, it says that FM is expected to continue to be "the primary means" of radio consumption in Ireland. The broadcaster's long-wave service will be phased out, and there are plans to introduce a DAB station in the UK for the Irish diaspora.

The UK government has launched a consultation on its proposals for a licensing regime for small scale DAB radio multiplexes. The government says it will endeavour to have the new arrangements in place by the end of 2018. Ten trial minimuxes have been operating in the UK since 2015. The government says it will ask Ofcom to extend the trial licences until the new arrangements come into effect. There has been concern that the minimuxes offer a route to existing broadcasters to reduce their transmission costs by migrating from the existing local ensembles. Such broadcasters would always be able to outbid community services yet still achieve savings. Among other things, the consultation asks whether some minimux capacity should be reserved for community broadcasters as a means of securing their carriage. The government is minded to allow the BBC to use capacity on minimuxes, but only where this would result in additional coverage for its network or local services. Cumbria, for example, is an area where a conventional local licence is considered uneconomic, but the minimux model might be able to provide BBC Radio Cumbria with a route onto DAB. The consultation document reveals that Ofcom will consult separately on a detailed spectrum plan for minimuxes and will simultaneously address a shortage of capacity on existing local ensembles in areas such as Manchester and South Yorkshire, potentially with new local ensembles. The closing date for submissions is February 28th.
