In France, the regulator has authorised the forthcoming regional ensemble for Sarthe, known officially as "Le Mans étendu", to be broadcast from four sites - Ceton (10 kW), Saint-Germain-du-Corbéis (6.5 kW), Rouillon (6.5 kW) and La Flèche (4.5 kW). The ensemble will broadcast on Block 7A. Additionally, the date on which this ensemble's authorisations will come into force has been set for January 19th, 2023.

In Estonia, the transmission operator Levira has announced that it will conduct test transmissions using DAB+ from three sites beginning in late November. Up to twelve audio services are expected to be broadcast from three transmitters - Tallinn and Pehka on Block 10A and Koerus on Block 7A. Estonia last conducted transmissions using "original-flavour" DAB in 2005. Wohnort's last snapshot was taken in 2003.

West Hull and Taunton received single applications for each area. Oxford and York each received two competing applications.

The UK regulator has revoked the licence awarded to UK DAB Networks to operate the small-scale ensemble for Alnwick & Morpeth after the operator had notified Ofcom that it had decided not to proceed to launch. The announcement mentions difficulties with securing access to transmitter sites that had formed part of the original application and in securing alternatives that would be commercially viable. There was one other applicant, but Ofcom notes that there is no mechanism for passing the licence to a "reserve" applicant without another application process. Ofcom will consider re-advertising the area should expressions of interest be forthcoming. A future licence area may not necessarily match the area of the original advertisement.

The Italian regulator has published its new frequency plan for national, regional and local layers of coverage. The date of implementation is not yet known, but given the scale of the operation, it is not likely to happen overnight. Some areas, however, are to some extent already compliant with the new plan. Other changes are subject to co-ordination with neighbouring administrations.

The UK regulator has revoked the licence for the small-scale DAB area Welsh Valleys that was awarded as part of Round One. The licensee had requested the cancellation in view of the technical challenges in covering the licensed area. Ofcom may advertise a modified licence centered around the western part of the original area as part of Round Five.

In the Netherlands, the regional layer of coverage is being re-organised this summer to provide seven regions in place of the current five. The process of implementing these changes has begun, with the switching of Irnsum from Block 9D to 5A. In Germany, the local ensemble Ingolstadt is to migrate today from its current Block 11A to Block 6A. The current frequency is expected to be used in a large part of Austria and is no longer available for use in Ingolstadt. The UK regulator has revoked the small-scale licence for the Inverclyde area that had been awarded to UK DAB Networks Limited (now known as Nation DAB Networks Limited). According to Ofcom's decision, an acceptable final technical plan had not been submitted and it was clear to the regulator that the ensemble would not be able to be launched by the required deadline of September 30th 2022. Nation has told Ofcom that it will not be submitting a further revised plan. According to the announcement of the decision, the most recent technical plan submitted by Nation would have served only 30.6% of the adult population within the licensed area, a substantial reduction from the 87.3% proposed in its application. Ofcom states that it will consider re-advertising the licence should any expressions of interest be received.

In Norway, the regulator has received an application for a construction licence for a local ensemble in Helgeland. The regulator has therefore opened it up to tender. Closing date for applications is June 23rd 2022. If no competing applications are received, the regulator can award the licence directly to the applicant. The area of the allotment includes the communes Rana, Rødøy, Træna, Lurøy, Nesna, Dønna, Leirfjord, Hemnes, Herøy, Alstadhaug, Vefsn, Vega, Vevelstad, Brønnøy, Hattfjelldal, Grane, Sømna and Bindal. The spectrum licence had previously been awarded to Komp Event AS. Both spectrum and construction licences are required to bring a new ensemble into service.

In Norway, the regulator has issued guidance to clarify the criteria for the approval of DAB transmitters. The regulator says that this is important where an operator wishes to bring into service a transmitter outside a licensed area, or where an additional transmitter will lead to coverage in neighbouring areas. The regulator stresses that these are not new requirements, but are clarifications of existing rules. Local DAB coverage is well established in Norway, and operators are seeking to optimise and improve coverage.

In Norway, the regulator has received an application to operate a local ensemble in Fjordane. The regulator has therefore opened it up to tender. Closing date for applications is March 28th 2022. The ensemble will operate on Block 11C. In addition to the spectrum licence, the operator would require facility licences for each transmitter, and so applications have been invited for these also. The area of the allotment includes the communes Selje, Vågsøy, Hornindal, Eid, Bremanger, Stryn, Gloppen, Flora, Naustdal, Jølster, Askvoll, Førde, Fjaler and Gaular.

Consultations have been launched into the replanning of local allotments in the regions of Lyon and Brest. The closing date for responses is February 15th 2022.

In Poland, the regulator has agreed the process by which a national ensemble will be advertised and awarded. Capacity for twelve audio services will be made available, of which three will be reserved for the public-service broadcaster Polskie Radio. Three places will be reserved for private-sector broadcasters already holding a national FM licence - Radio Maryja, Radio Zet and RMF FM. The remaining six will be offered to new or existing broadcasters who wish nationwide coverage.

In Italy, a new transmitter was brought into service in Südtirol (Alto Adige) on Block 10C in mid-December. Rein extends coverage of the ensemble DABMEDIA into Rein (Riva di Tures) and brings coverage of the ensemble to 96.9% of Südtirol by population.

In the Czech Republic, the public-service broadcaster Cesky Rozhlas switched off its AM transmitters one second after midnight on January 1st. Now, only three private-sector broadcasters still use AM in the area close to Prague.
