In Belgium, the media regulator for the German-speaking community has allocated capacity on the Block 8A ensemble DG 8A to Radio Contact Ostbelgien NOW, Radio 700, 100,5 DAS HITRADIO and Radio Sunshine. The authorisations last until December 31st 2024. The ensemble already carries two services from the Belgian German-language public-service broadcaster Belgischer Rundfunk.

The UK regulator has announced that it received 34 applications covering 32 "small-scale" licence areas that were advertised in Round Five. Six of the advertised areas received no applications. In addition, the regulator received applications for three licence areas that were re-advertised in March, covering Alnwick and Morpeth, Isles of Scilly, and Merthyr & Rhondda Cynon Taff.
Expressions of interest were invited for areas yet to be advertised. The responses, which Ofcom has published, will inform Ofcom's decision-making about future licence rounds.

In Austria, the regulator has advertised a third layer of coverage, organised nationally but with the possibility of regionalisation. Also invited are applications for regional, second-layer ensembles in the Bundesländern, with the exception of the capital, which has had a Layer 2 ensemble in operation since 2019. The closing date for applications is October 2nd, 2023. However, should an applicant be able to prove by July 31st 2023, that the proposed third layer of coverage, with its expected capacity for fifteen services, would be insufficient to meet demand, particularly for "must-carry" services, the regulator may expand the offer to include a new, national fourth layer. The advertisement specifically mentions the services of the public-service broadcaster ORF in its hypothesis. A clearer nudge from a regulator to a broadcaster is hard to imagine.

On the German ensemble hr Radio in Hessen, hr1 and hr3 are each now present in three regional versions. hr1 Mittelhessen, hr1 Nordhessen and hr1 Rhein-Main plus hr3 Mittelhessen, hr3 Nordhessen and hr3 Rhein-Main are each broadcasting at 88 kbit/s in DAB+. The service hr2 has dropped from 144 to 136 kbit/s.

The forthcoming "étendu" ensemble for Meurthe-et-Moselle, Meuse & Vosges will operate as an MFN, using 8D in the north and 6A in the south of the region. These two changes will enable the national ensemble Métropolitain 1 to use a single frequency, Block 11D, across the whole of Alsace and Lorraine, in place of the previously-planned two. A further change involving the local ensemble for Mulhouse may be in preparation, as this is already in service on Block 11D.

Wohnort has attempted reception at, through, near and around Dundalk on a number of occasions this year and only ever received the UK muxes. This snapshot was taken from the N7 near Rathcoole. Reception was again possible but without audio near the M50 junction with the M1.

Until now, each TII value has tended to refer to only one site, although a site may have been assigned more than one TII according to the ensemble being transmitted. In Luxembourg, the regulator has published a proposed timeline for the deployment of DAB/DAB+. Enabling legislation is proposed to take place this year. An operator's licence for the first ensemble is proposed to be advertised in Q1 of 2024, in accordance with the new legislation. Capacity for service providers is expected to be advertised, if not at the same time, then at least during the same quarter. The concept of a second layer for local broadcasters is expected to be elaborated during Q2 2023, with the advertisement of operator(s) for the second layer in Q2 of 2024. The timeline foresees rollout taking place 2024-2027.

In Wohnort's graphic representations of the ensembles, the number of services on a mux contributes to the overall width of the graphic. On DAB+ Sydney 1, there are now 34 audio services, compared with 23 services in the previous snapshot. So while the latest graphic appears much larger than the previous one, the overall capacity of the multiplex, of course, remains the same. The UK regulator has invited expressions of interest from prospective applicants for future "small-scale" licence areas that were listed in its Statement on licensing small-scale DAB, published in April 2020, that haven't already been advertised. Those expressions of interest will inform the regulator as it decides how to proceed beyond Round Five. The closing date for the receipt of expressions of interest is May 31st 2023.

In France, the regulator has announced that authorisations for the regional ensemble for Ardennes, Marne & Aube, known officially as "Reims étendu", had come into effect on March 1st 2023. The decision, arrived at on 22nd February, was published in the Journal Officiel on March 16th. In a separate decision, arrived at on the same day, and also published on March 16th, the regulator authorised the operator to broadcast the ensemble from seven sites - Berru (10 kW), Reims (2 kW), Saint-Memmie (1.7 kW), Épernay (2.6 kW), Sompuis (6 kW), Saint-André-les-Vergers 5 kW), Charleville-Mézières (5 kW). The first signals from this ensemble were seen on Block 9A in November 2022.

The French regulator has authorised a nine-month pilot of DAB+ in the overseas département Martinique. According to the decision, published on the Arcom website but not yet found in the Journal Officiel, five audio services are expected to be broadcast from the outset. As Wohnort reported at the time, the then regulator, the CSA, previously authorised tests in Martinique in 2021. As the new announcement describes the pilot as the first time that DAB+ will have been transmitted, the 2021 decision must not have led to actual transmissions. This is believed to be the first time that DAB+ will have been broadcast in the Caribbean. A similar pilot was also authorised on the Indian Ocean island département Réunion earlier in 2021, but Wohnort has no information about whether those took place either.

The UK regulator has revoked the licence of the operator in the Isles of Scilly "small-scale" area that resulted from the Round One advertisements. The regulator says it has good reason to believe that the service would not commence within 18 months of the award, which would be by January 19th. The regulator states that the licence-holder Like DAB has expressed a wish that the licence be readvertised. It also states that expressions of interest have been received for the Alnwick & Morpeth area that was revoked in October. The forthcoming Round Five advertisements will therefore include the Isles of Scilly, Alnwick & Morpeth as well as the Welsh Valleys area that had already been scheduled for re-advertisement. In Round One, 25 areas were advertised. 21 are now in operation.

The UK broadcaster Absolute Radio (Bauer Media) has announced that its AM transmissions will cease on January 23rd. The national frequency allocation 1215 kHz (247 metres) has been used previously by the BBC Light Programme, BBC Radio 1, BBC Radio 3 and Virgin Radio. Some filler transmissions on other AM frequencies will also close or have already closed. Absolute Radio will continue to be available on DAB and online.
